Cities Skylines 2 allows you tobuild pretty much everythingyou’d want, but for something lacking the tools to build, you just have to be a bit creative. Quays are an example of those, and I’ll tell you how to make them below.

You might be wanting to build a nice quay for your whole city, or even just a small part of it, and the game still does not have a tool to make them, but don’t worry, since you’re able to still make them using thelevel terraintool.
First, you want to go ahead and pick out a stretch of land along with any waterfront, lowering it outwards as you make itappear asa stepout of the water.

Now you want tocreate a road across this stretchof land, right by this flat step into the water you just created. I know it won’t look any good yet, but trust me on this.

After the road is placed, use the level terrain on the sea level toremove the bit of landhanging off of your road until it’s all gone, revealing a concrete-looking wall underneath, which is the underside of the road you’ve just placed.
Now you have a good-looking road along the waterfront, giving you the quay you’ve been wanting to have. The best part is this is totally functional, meaning you can create more lanes by it, or even just a sidewalk running across.
